So vital is the necessity for smallholders to replant as they own half of the three million acres of rubber land, that the government accorded replanting a priority second only to the Emergency. Yet two-thirds of the smallholders still have not replanted. They are still tapping their old trees, which are low producers, and as a consequence are leading a precarious existence which will become worse as the trees grow older. Of 391,000 smallholders only about 100,000 have joined the scheme. The replanting target was 300,000 acres from 1953 to 1957. Only 187,950 acres were replanted in this period. \\

+Concerned with the apathy and the slowness of the smallholders, the Rubber Industry Replanting Board recently began a special drive to get as many smallholders as possible to apply for financial assistance for replanting. The money comes from the replanting cess, and the smallholders' fund stands at $150 million. As part of the campaign Mr. J.E. Bush, the manager of the Natural Rubber Development Board, designed ten mobile exhibitions with which the industry sought to 'cajole, entice, coax and persuade the smallholder to apply for a replanting grant.' The exhibitions are now touring the country. They aim at driving home to the smallholders who have not replanted, the truth about his future, and the benefits of replanting. \\

+This is a sample of what the replanting officer at an exhibition has to say to the smallholder, as heard at Jenderam Hilir, Selangor: 'Look Ali, your kebun getah is overgrown with lallang. Your trees are 40 years old and are badly damaged. They have been tapped so high that you now have to use steps to reach the tappable bark. 'What do you get out of them - 250 to 300 pounds per acre a year. In a few years, perhaps nothing at all. 'You tell me you are getting $60 a month from your rubber, and with five children and a wife to feed and clothe, no wonder you are finding life difficult. ' Now, look at Hassan. He replanted six years ago. He has the same number of acres as you and the same number of trees. But his tree are high yielding trees - they produce anything between 750 to 1,000 pounds per acre a year. And he is getting $400 a month. 'See how well his family are fed and clothed. His wife has money to buy jewellery and he will be able to save for that long planned haji to Mecca. 'All this can be yours if you replant. If you want to do so, this is what the industry will do for you. You will get money to help you as you complete each step towards replanting. 'You can grow coffee, coconuts, pineapples and rumbia if you like an extra source of income, and we will give you grants for growing these crops. In six years' time, your replanted trees will be ripe for tapping - and you will be like Hassan.' \\

As a result of this suggestion, 100,000 comics entitled 'Towards Prosperity' ('Arah Kemaa'muran') were produced for distribution to the children of the hundreds of kampongs and small towns which exhibitions visit. .....
